**Eryn Halvey** ’22 MSRED, Analyst on AECOM’s Economics and Advisory team, contributed to a citywide analysis of New York City’s proposed [**City of Yes**] (https://aecom.com/blog/city-of-yes-unlocking-new-york-citys-housing-potential/) for Housing Opportunity zoning amendment, the first comprehensive reform effort to the city’s zoning code since 1961. Halvery’s work modelled development capacity under the Universal Affordability Preference programme, mapping changes in maximum allowable floor area and identifying neighbourhoods and parcels with newly available development potential. The analysis provides a framework for understanding how adjustments to zoning regulations could affect future housing production, outlining shifts in feasibility, unused development rights, and patterns of capacity change across the city.
