This guidebook introduces a new, communitycentered zoning framework using Harlem’s 125th Street ( and MART 125 specifically ) as a case study. Developed by an interdisciplinary studio, this framework explores Performance Zoning, a model that evaluates development not by static rules, but by how well it serves people: the community, the city, and developers alike. Our goal is to reimagine what zoning can be when it centers Black cultural legacy, local economic strength, and built forms that reflect Harlem’s unique identity.
