The east side of 10th Avenue in Inwood hosts an overabundance of surface parking and car-related industries. This project proposes a more integrated circulation system. It includes a flood wall on the waterfront adjacent to a pedestrian plaza, which anchors a flexible array of barges for parking, entertainment, and dining.
