Newburgh is a racially and socioeconomically segregated city. Operating at the building scale, the project encourages and foments community exchange by tying different programs together with a continuous ramping porch and under a collective undulating roof. The form of the roof is inspired by shell construction and the remnants of industrial architecture along the Hudson River.
