Our proposal “Gateway to Culebra” promotes long-term economic development while strengthening the sense of community through a set of design and policy strategies. The proposal will improve ferry terminal space including dysfunctional cargo, passenger logistics, and lack of facilities and public open space at the ferry terminal, with traffic congestion, also addressed. Tourism development is considered through the lens of community, enhancing local business, and exploring productive use of vacant land and underused space in Dewey and its shoreline.
